Role Purpose
The Change Managing Quantity Surveyor is responsible for the commercial management of a section of works, ensuring robust cost control, commercial performance, contract compliance, and effective management of compensation events and change. The role combines traditional Managing Quantity Surveyor responsibilities with a proactive focus on identifying, assessing, managing and administering change under the contract.
The post holder will work closely with operational and project teams, clients and supply chain partners to ensure that change is captured, valued, substantiated and agreed in accordance with contract requirements whilst maintaining accurate forecasting and commercial reporting.
Role Responsibility
Main Responsibilities
Commercial Management
- Commercial interaction with the Client, Project Team and Operations Team.
- Administration and management of NEC contracts and associated commercial processes.
- Procurement of subcontract works and services to meet programme and project requirements.
- Preparation and submission of applications for payment and management of cash collection.
- Supply chain commercial management, including subcontract administration, payment assessment and commercial performance.
- Preparation of monthly Cost and Value Reconciliations (CVR) and associated commercial reporting.
- Forecasting project outturn cost and value.
- Identification, management and reporting of commercial risks and opportunities.
- Development, mentoring and support of junior commercial team members.
Change Management
- Lead the commercial management of compensation events, early warnings and contractual change processes.
- Identify, assess and quantify the commercial impact of change on cost, programme and resources.
- Develop, prepare and evaluate quotations for compensation events and other contractual changes.
- Establish and maintain entitlement through robust contractual analysis and record keeping.
- Support the assessment of change impacts against programme and project delivery requirements.
- Maintain comprehensive change records and supporting evidence in line with contract requirements.
- Assist in the development and management of project change registers and associated reporting metrics.
- Liaise and negotiate with the Client's commercial and project teams regarding change matters.
- Investigate and prepare contractual correspondence, notices and commercial communications.
- Provide commercial and contractual advice to project teams relating to change and risk.
- Support and facilitate change review meetings and risk reduction workshops.
- Ensure change management procedures are implemented and complied with across the project.
Governance and Compliance
- Ensure commercial procedures and reporting are implemented in compliance with company governance and contract requirements.
- Maintain commercial records and supporting documentation in accordance with contract requirements.
- Promote compliance with company policies, health and safety standards, environmental requirements and quality management systems.
- Build and maintain effective relationships with internal stakeholders, clients, joint venture partners and supply chain members.
- Promote collaborative working and continuous improvement across the project team.
The Ideal Candidate
Essential:
- Extensive NEC contract experience, including management of compensation events and change processes.
- Qualified to minimum HNC level (or equivalent) in Quantity Surveying, Commercial Management or a related discipline.
- Significant commercial experience within the construction, infrastructure or rail sectors.
- Experience working at Managing Quantity Surveyor level or equivalent.
- Strong understanding of contract administration, change management and commercial reporting.
- Experience preparing and negotiating compensation event quotations and change proposals.
- Excellent communication, negotiation and stakeholder management skills.
- Strong analytical, commercial and problem-solving capability.
- Proficient in commercial reporting tools and Microsoft Excel.
Desirable:
- MRICS
- Degree (or equivalent) in Quantity Surveying or other relevant commercial discipline
- Experience working on large-scale Rai
